1.D3X has a FX sensor, while D90 has a DX one.
2.This 18-200mm VR is the best Nikon all-purpose DX lens. Period.

The D90 doesn't share the same sensor as the D3x. The D3x has a full frame 24+ mp sensor the D90 don't. What I hear the 18-200 is a great lens, I need to get one someday.

The 18-200 mm VR is an excellent lens as it is, added to the video function of the D90, you end up with a fine 11x cine lens.

I will tell you more next week. I am testing the D90 and I already own the 18-200 mm VR lens
